"What Will Become of The Interest Rate?"
~Verification: Cancellation of the Zero-Interest rate policy~


Last month, the bank of Japan (BOJ) stopped the "zero-interest" policy continued over 5 years. Is the economic recovery is for real? While people have positive and negative opinions about this matter, many impacts have been appearing from mortgages to global money. Especially influenced are smaller enterprises, facing a severe condition in their financial management.
In Tokyo, Sumida-ward, the gap of interest-rate range among inter business credit has been expanding and making impacts on plant and equipment investment. Also in the world economy, the hedge fund, utilizing "zero-interest rate yen," withdrew assets from rising markets like Turkey and India causing a sharp drop in stock prices. This policy change is causing a stir in those nations, creating an unexpected ripple to expand.
By canceling of the zero interest-rate policy, how is the Japanese economy going to be? "Today’s Closeup" this week will report the current condition of the rising interested rate.

金利はどうなるのか
~検証・ゼロ金利解除~


日銀が5年以上続けてきた「ゼロ金利」に先月ピリオドを打った。景気回復は本物なのか?等、今も賛否が分かれる中、身近な住宅ローンからグローバルマネーに至るまで、様々な影響が現れている。中でも、大きな影響を受けているのが中小企業の資金繰りである。東京・墨田区では貸出金利の企業間格差が拡大、設備投資などに影を落とし始めている。また、世界経済では、これまでゼロ金利の円を利用してきたヘッジファンドが、トルコやインドなどいわゆる新興市場から資金を引きあげ、株価の急落を引き起こすなど、思わぬ波紋が広がっている。ゼロ金利解除で日本経済はこれからどうなっていくのか?上がり始めた金利の現場から報告する。

"A message from Osim"


Aiming towards World Cup 2010 in South Africa, Japan's World Cup team started training with their new coach, Ivan Osim. This month, Japanese representative members played two games, forecasting the future of the team. Osim, already demonstrating his individual soccer philosophy, removed regular players and instead selected "running players." His unique and esoteric training tasks and quick changes of his schedule have been confusing to some players. His strong leadership does not have a fear of criticism, and his unique talking style inspires players.
What is Coach Osim's aim? How is he trying to change Japanese soccer? From interviews with Coach Osim, ex-coaches, current representative players, and the severe experience of one’s homeland divided, "Today's Closeup," this week, will read into it from many sides.

2010年、W杯南アフリカ大会を目指して始動したサッカー日本代表、オシム監督。今月、その将来を占う代表戦が2試合行われた。これまで不動の代表メンバーだった選手をはずし、走れる選手を選考するなど、早くも独自のサッカー哲学が発揮されつつある。難解な練習方法、急なスケジュール変更、これまでの代表監督にはないやり方が周囲にとまどいを与えている。過去のしがらみにとらわれず、批判をおそれない強力なリーダーシップ。そして選手たちを鼓舞する巧みな話法。オシム監督が意図するものはいったい何なのか、日本サッカーをどう変えようとしているのか、オシム監督のインタビュー、代表コーチ経験者や、今回の代表選手の証言、そして祖国分裂という過酷な体験などから多角的にひもとく。

"5 years after 9/11 (1)"
~The United States redefine "Fighting against Terrorism"~


5 years have passed since the 9/11 terrorist attacks killing nearly 3000 people. Presently in the U.S., Americans questioning the Bush Administration's war on terror by advancing "democratization by force" in Afghanistan and Iraq are on the rise. Immediately after the attacks, over 90% of Americans supported the war on terror, but according to an ABC poll taken this month, that number is now under 50%. Even the conservatives who have consistently supported Bush's war on terror are having doubts. One southern military base has a serious situation with successive soldiers requesting discharge, because they have doubts about the justification of this war. Playing a part in "neo-conservatism", the author, Mr. Francis Fukuyama, severely criticized Bush's "democratization by force" in his recent book. In addition, some Republicans facing mid-term elections have openly distanced themselves from Bush. What is redefining the war? "Today's Closeup" will explore and analyze the support base of the Bush administration.

米同時多発テロ5年【1】
~"テロとの戦い"問い直すアメリカ~


3000人近い命が失われた米同時多発テロから5年。いまアメリカでは、アフガニスタンやイラクで「力による民主化」を進めてきたブッシュ政権の"テロとの戦い"を問い直す動きが広がっている。ABCの調査では、テロ直後90%を超えた戦いへの支持は今月50%を割った。一貫して戦いを支持してきた保守層からも疑問の声は出され、ある南部の基地の町では"大義"への疑念から除隊希望が相次ぐ事態が起きている。ネオコンの一翼を担ったフランシス・フクヤマ氏は最近の著書で「力による民主化」を痛烈に批判、中間選挙を控えた身内の共和党議員からも、公然と距離を置く動きが出ている。何が戦いを問い直させているのか、ブッシュ政権の支持基盤の取材から探る。

"5 years after 9/11 (2)"
~"Al-Qaeda" Multiplies~


The United States advances the "war on terror," focusing on the largest target, the international terrorist organization Al Qaeda. Despite the US military's persistent operations, neither Osama bin Laden, or any top-level members of Al Qaeda have been captured. By the Internet Al Qaeda continues to give off a declaration, the call for "Jihad." Through the testimony of an individual with extremely close ties to bin Laden, NHK was able to clarify and trace the last five years, which was unknown. In Afghanistan and Iraq, terrorism connected with Al Qaeda continues with no absolute end. The further the US military advances the "war on terror," the greater chance anti-U.S. sentiment grows, leading to the birth of new Al Qaeda members as a result. Five years have passed since the September 11 terrorist attacks. "Today's Closeup" in the second series will feature the actual condition of Al Qaeda, which continues to multiply.

~増殖する"アルカイダ"~


アメリカが進める「テロとの戦い」の最大の標的となってきた国際テロ組織アルカイダ。米軍の執拗な掃討作戦にもかかわらず、オサマ・ビンラディン容疑者ら幹部は捕らえられることなく、インターネットなどを通じて"聖戦"を呼びかける声明を発し続けている。NHKは、ビンラディン容疑者に極めて近い人物に接近、その証言から知られざる5年間の足取りが明らかになってきた。アフガニスタンやイラクでは、アルカイダとつながる組織によるテロが、一向に無くならない。米軍が「テロとの戦い」を進めれば進めるほど、反米の機運が高まり、新たなアルカイダを生み出す結果になっている。米同時多発テロから5年。シリーズ2日目は、増殖を続けるアルカイダの実態に迫る。

Prevention of Global Warming
~Cultivate "Emission Rights"~


While the execution period of the Kyoto Protocol, which assigns the reduction obligation of the greenhouse effect gas of CO2 and the like in advanced nation approaches, in China, the world's second largest producer of emission gases, Japanese and western corporations are actively moving forward to prevent global warming. China, struggling with keeping national energy sources, also set the policy to produce "Emission Rights" to keep their economic growth and to utilize the eco-friendly/environmental technology from developed nations. However, it is difficult to establish their "Emission Rights" and to introduce the latest technologies into the production field of smaller enterprises because they focus on the production side more than the environmental side.
Today's Closeup, this week, will feature the Shanxi Government and Japanese companies which are struggling with traditional-minded companies to produce their own "Discharge Rights" within Shanxi Province, the largest coal producing area in China. We will also analyze the achieving goals of the Kyoto Protocol.

地球温暖化防止
~"排出権"を開拓せよ~


先進国にCO2などの温室効果ガスの削減義務を課した京都議定書の実施期間が迫る中、世界第2の排出国・中国で温暖化防止プロジェクトを実施し、自国の「排出権」として計上しようという日欧企業の動きが活発化している。エネルギー確保に悩む中国も、先進国の最先端の省エネ・環境技術を得て経済成長を持続させようと、国をあげて排出権を生み出す方針を掲げている。しかし、中小企業の生産現場に先端技術を導入することは難しく、生産拡大が至上命題だった現場に「環境意識」を持ち込むこと自体に無理があるなど、中国で排出権を生み出すのは容易ではない。中国一の炭鉱地帯山西省で、古い体質の企業相手に「排出権」を生もうと苦闘する省政府の担当者、日本企業の模索を通し、京都議定書の目標実現への課題を探る。
